  • UPSC conducted general studies paper3 of civil services mains examination on 30th September 2018, Sunday.
  • Duration: 3 hours; Maximum Marks: 250

  • There are TWENTY questions printed both in HINDI and in ENGLISH. All the questions too compulsory.

  • From the following table, you’ll see that majority of the questions could be solved from routine preparation sources such as Yojana / Kurukshetra magazines of last two years, and the prelim books for environment, science & Tech.
  • However, this is not to suggest that paper was ‘easy’. It’s in fact bit more tougher and random than previous years, given the technical questions from Budget taxation, BoseEinstein, Biopharma etc.

  • In both 2016 and 2017, majority of the questions came from contemporary issues i.e. topics older than one year. But in 2017, there is heavy focus on contemporary issues, over 75% questions from this area only, wherein 2018 heavy focus on theory portion. (I count nuclear energy benefits, Ramsar sites, biodiversity act and other things as ‘theory’ and not contemporary, on the logic that you just have to go through one standard reference book to prepare it.)
  • Implications: rather than doing haay-haay for ‘latest and minutest’ current affairs, one should look back at what has been happening in last 3-5-7-10 years in contemporary perspective and the theories associated with them.

Length wise there is no difference compared to last year, but paper is tougher because this time more ‘contemporary, opinion, analysis’ type questions where you’ve to pause, think, arrange points in logical sequence and then answer.

Observation / Analysis of UPSC Mains-2018 GS3 Paper

  • Lengthwise it’s the same like last year ten questions worth 250 words, another ten questions worth 150 words.
  • Overall, slightly more tougher and more random paper than last year. On one hand they’ve asked from HOT current topics such as 1.5xtimes MSP and Justice B. N. Srikrishna Committee Report but at the same time, random questions about taxation and sciencetech balance out those easy questions.
  • Essay2017: Farming has lost the ability to be a source of subsistence for majority of farmers in India. -2017. Now, GSM3-2018: How can MSP rescue farmers from low income trap?
  • 2016: three questions about agro / cropping, and now same Agroprem reappeared 1) organic state 2) NHM 3) millets.
  • Environmentprem intensified last year only one question, this time three questions.
  • Nothing from land reforms.
  • Till now they had been asking about generic questions from the budget. First time asked technical type question about LCGT and DDT tax provisions in the latest budget.
  • First time asked about NITI Ayog.
  • Last two years, they had been asking generic questions from Indian spacetech. Now complex question about Bose-Einstein-Statistics, that very few would have prepared for the descriptive exam.
  • Sudden and intensified interest in the energy. Two questions about energy 1) nuclear 2) renewable.
  • Overstepping the syllabus. GSM3: “Border areas security management” so, ChinaPak Economic corridor is more suitable to be asked in GSM2- which has syllabus topic “Policies of other countries affecting Indian interests.”
  • Naxal/LWE question resurfaces again after 2015 although gist of the matter is same – what has been done / should be done.
